Thank you for agreeing to serve as Chairman of the Pennsylvania
Historical and Museum Commission (PHMC). During your decade of
service on the Philadelphia Historical Commission, Philadelphia
gained three large historic districts that have become major
drawing cards for the City's thriving tourism industry. I have
little doubt that your tenure on the Commonwealth's Historical
and Museum Commission will result in equal success for
Pennsylvania.
Recent events have underscored the importance of preserving our
historical heritage and records. Under your leadership, I know
Pennsylvania will continue to place strong emphasis on
preserving the rich and varied tapestry of events, sites, and
structures that helped to shape the destiny of our Commonwealth
and our nation.
Again, thank you for your service to my administration and to
the people of Pennsylvania.

City of Philadelphia Citation
The Philadelphia Historical Commission was one of the first such
institutions of its kind established in the United States to
preserve and protect the city’s architectural and historical
environment.
In the last nine years, the Philadelphia Historical Commission
completed a period of record accomplishments. These
accomplishments can be attributed directly to the leadership,
passion and commitment of its former Chairman, Wayne S. Spilove.
Under
his dynamic and innovative leadership, the Commission
established the Rittenhouse-Fitler Historic District, the
Society Hill Historic District, the Historic Street Paving
Thematic District and saved the magnificent Maxfield
Parrish/Louis Tiffany “Dream Garden” mosaic mural at the Curtis
Center. These are but a few of the major accomplishments during
Mr. Spilove’s tenure as the Philadelphia Historical Commission’s
Chairman.
Wayne S. Spilove and the former members of the Philadelphia
Historical Commission have served this city with integrity
professionalism and a profound sense of dedication. He and his
colleagues have demonstrated a deep and abiding love for our
great city and have inspired others not only with a keen
appreciation for Philadelphia’s many historic treasures, but
with a desire to preserve and protect them for generations to
come.
It is fitting and appropriate, therefore, that the City of
Philadelphia officially recognize with this Citation
WAYNE S. SPILOVE for the extraordinary job he did as
Chairman of the Philadelphia Historical Commission for almost a
decade. He leaves in his wake a great legacy of preservation.

Honoring
WAYNE S. SPILOVE
The Council of the City of Philadelphia is pleased to join the
Historical Commission of this city in tribute to Mr. Wayne
Spilove for his enormous contributions to the Commission.
Whereas, Mr. Spilove was not born in Philadelphia, but he has
lived here for over fifty years, and now we claim him as one of
our own, for he is a citizen of the first order among us, and
Whereas, As a successful Real Estate Developer and manager, he
has undertaken condominium conversions, and has helped develop
high rise apartments in Center City, thus adding significantly
to the enhancement of the entire downtown area, and
Whereas, In addition to his professional responsibilities, Wayne
Spilove is active in numerous public and community
organizations, and he served as the Chairman of the Historical
Commission from 1992 to this year. He has been dedicated to the
betterment of this city and the enrichment of our historical
treasures.
Therefore, With this Citation, the Council of the City of
Philadelphia does hereby honor and commend Mr. Wayne S. Spilove.
We thank him for his years of fine work and extend to him the
respect and admiration of this legislative body.

Your service as Chairman of the Historic Commission was nothing
short of outstanding. Under your leadership, The Commission was
a key factor in the revitalization of the City of Philadelphia.
You made sure that progress and sound development went forward
with your steady hand. You also made certain that our recovery
would be marked by creative use of some of our most historic
buildings. There are far too many to mention, but the reuse of
the Reading Head House as a Marriott, the Mellon Bank building
as a Ritz Carlton and the Ridgeway Library as the High School
for Creative and Performing Arts are just some examples of the
outstanding work that you and the Commission did. Your vision
and creativity has left a city renewed in strength and vigor and
with ties to its great and historic structures combined to make
it more beautiful and more vibrant.
